A Catalyst for Regional Development Progress and Competitiveness

Regional development transformation in the era of volatility, uncertainty, complexity, and ambiguity (VUCA) demands a fundamental shift from static comparative advantage to dynamic, knowledge-based competitive advantage. In practice, local governments in Indonesia still face structural issues such as data fragmentation across regional government agencies, weak cross-actor integration, bureaucratic inertia, and limited analytical capacity to detect economic risks and opportunities early. This study aims to analyze the revitalization of the National and Political Unity Agency (Badan Kesbangpol) from a political stability-maintaining institution to a central hub for regional economic intelligence, serving as the "Central Nervous System" (CNS) of government. It also examines the operationalization of the Dodeca-Helix model as a collaborative infrastructure for regional development knowledge. This study uses a qualitative approach through library research contextualized with the implementation of the Bandung City Kesbangpol Agency's 2025 Intelligence Technical Guidance. The results indicate that the failure to detect regional economic turmoil early is primarily due to information isolation and the absence of an integrated intelligence mechanism. Revitalizing the National Unity and Politics Agency (Badan Kesbangpol) as a center for strategic information exchange and analysis is an urgent need to strengthen its strategic oversight function, economic security, and regional influence strategies. The main contribution of this study lies in the institutional redefinition of the National Unity and Politics Agency as a regional economic intelligence center (SSP) and the utilization of the Dodeca-Helix model as a government intelligence sensor network. Economic intelligence is emphasized as a fundamental prerequisite for resilience, regional sovereignty, and regional competitiveness in the context of global geoeconomic competition. The study recommends five strategic-competitive steps to further accelerate adaptive and sustainable regional development.
