Abstract

West Nusa Tenggara (NTB) Province faces human development challenges with a relatively low Human Development Index (HDI), ranking 27th out of 38 provinces in Indonesia. The government can be more effective in planning and implementing inclusive development programs, so that public policy is expected to accelerate the achievement of human development targets in NTB. This research analyzes the dynamics of human development in NTB for the 2019–2023 period using qualitative methods with a focus on the Compound Annual Growth Rate (CAGR). Secondary data was obtained from the Central Statistics Agency (BPS) of NTB Province. The research results show that the CAGR variation between regions ranges from 0.0018 to 0.0030, with Central Lombok Regency recording the highest growth. Comprehensive analysis reveals the complexity of human development through indicators of Life Expectancy (AHH), Average Years of Schooling (RLS), Expected Years of Schooling (HLS), and real per capita expenditure. Variations in CAGR between regions in NTB indicate fundamental differences in development approaches and effectiveness. Central Lombok Regency and Mataram City show relatively better achievements compared to other regions, reflecting the complexity of factors that influence human development. The research highlights the interconnection of human development indicators and the need for a holistic approach that takes into account local specificities. Additionally, research has shown that education and life expectancy also play an important role in increasing HDI. The conclusion emphasizes the need for collaborative, sustainable and empirical evidence-based development strategies to optimize regional potential and develop human resource capabilities in NTB.
