Pentingnya Mengintegrasikan 12 Dimensi Pemangku Kepentingan untuk Menumbuhkan Ekosistem Inovasi di Kota Baubau

Evolusi model inovasi dalam pengembangan daerah telah berkembang dari Triple-Helix hingga model yang lebih kompleks, namun masih terdapat kesenjangan dalam mengakomodasi peran berbagai pemangku kepentingan dalam ekosistem inovasi daerah. Penelitian ini mengkaji bagaimana model Dodeca-Helix dapat mengintegrasikan 12 dimensi pemangku kepentingan untuk menumbuhkan ekosistem inovasi di Kota Baubau. Melalui pendekatan kualitatif dengan metode analisis deskriptif, penelitian dilaksanakan dalam empat tahap: studi kepustakaan, pemetaan pemangku kepentingan, pengembangan kerangka konseptual, dan validasi empiris. Pengumpulan data dilakukan melalui analisis dokumen dan regulasi terkait inovasi daerah. Hasil penelitian menunjukkan bahwa implementasi model Dodeca-Helix berkontribusi pada peningkatan status Kota Baubau dari "Kurang Inovatif" menjadi "Inovatif" dalam periode 2023-2024. Model ini terbukti efektif dalam mengorkestrasi peran spesifik dari 12 dimensi pemangku kepentingan, mulai dari akademisi hingga penerima manfaat utama. Temuan ini mengonfirmasi bahwa keberhasilan inovasi daerah membutuhkan keterlibatan aktif dari berbagai pemangku kepentingan melebihi model helix konvensional. Penelitian merekomendasikan pengembangan mekanisme koordinasi yang lebih efektif, sistem monitoring dan evaluasi yang terukur, serta penguatan kapasitas kelembagaan untuk keberlanjutan kolaborasi jangka panjang.Referensi
