Local Government Legal Policy in Empowering the Creative Economy Based on Local Culture

A Case Study of Baubau City

Abstract

This study examines regional government legal policies in empowering creative economy based on local culture in Baubau City, Southeast Sulawesi. The creative economy has become a strategic sector in sustainable regional economic development, particularly those based on local wisdom and culture. This research employs an empirical juridical method with a qualitative approach through literature study, field observation, and in-depth interviews with relevant stakeholders. The results show that Baubau City Government has issued various regulations to support the development of creative economy based on local culture, but its implementation still faces obstacles including inter-agency coordination, budget limitations, and lack of business actors' understanding of existing regulations. Supporting factors include rich local cultural potential, local government commitment, and growth of creative communities. This research recommends the need for regulatory harmonization at the regional level, strengthening the capacity of creative economy actors, and establishing special institutions that coordinate the development of creative economy based on local culture in Baubau City.
