Plastic Waste Management Efforts in Banjarmasin City

The problem of plastic waste is not only limited to plastic bottles, plastic straws and plastic food containers, but there is something that must receive serious attention from the Central Government and Regional Governments, namely plastic bags. From KLHK data, the amount of plastic bag production in DKI Jakarta is 2000 tons of plastic bags per year and in Bali 11% of plastic waste in landfills is plastic bags. Several regions have made a real commitment to reducing plastic waste, one of which is Banjarmasin City which has issued a Regulation in the form of a Mayoral Regulation. The complexity and specificity of the problem of plastic waste management means that plastic waste must be handled optimally and comprehensively. Much of the plastic waste does not reach the landfill and only a little is recycled, so that much of the plastic bag waste ends up in water channels, rivers, and finally into the sea. This condition causes several problems such as: the accumulation of plastic bags in landfills because plastic bags take a very long time to decompose in nature, plastic bags are difficult to process because the plastic bags in the trash are dirty and mixed with other waste. The purpose of this article is to map the efforts that can be made by the local government and other stakeholders in handling plastic waste in Banjarmasin City. This article uses a qualitative approach with a descriptive method. Data collection was carried out through field observations and in-depth interviews with several informants including (1) OPD Officials (Bappeda, KLHK Service, Regional Financial Management Service), (2) Academics, (3) Environmental Care Community. While secondary data in the form of electronic documents and physical documents collected from data collection locations. Data was also obtained through focus group discussions with local governments, as well as with experts in the field of waste management. The results of the study obtained efforts made by the Banjarmasin City Regional Government together with related stakeholders including: (1) Regional policy in the form of Banjarmasin Mayor Regulation Number 18 of 2016 concerning Reducing the Use of Plastic Bags. With this policy, it is able to reduce the amount of plastic use in the community so that socialization and other preventive efforts continue to be encouraged with other stakeholders; (2) The cultural culture of the community who use purun baskets as a substitute for plastic bags is a strength in reducing plastic waste in Banjarmasin City; (3) Increasing community-based TPS 3R activities Establishment and Development of Unit Waste Banks and Main Waste Banks; (4) Socialization of Waste Reduction, Reduction of Plastic Bags in Retail/Modern Stores, Socialization of Education to Schools about the Adiwiyata program, 5000 Plastic Bag Replacement Baskets Activity and 1000 Tumbler Movement; (5) Increasing final processing and composting at TPA, capturing methane gas at TPA and plastic recovery by scavengers.References
