Navigating the formation of the Buton Islands Province is a contribution to thinking in an effort to strengthen and ensure the availability of data (big data) to support the formation of the Buton Islands Province. Later, the Buton Islands Province will cover six (6) district/city regional governments. The enactment of the regional moratorium on regional expansion has become a momentum of consolidation, improvement and complete matters that still need improvement. This study was conducted qualitatively-descriptive using the literature study method. Through proper navigation, direction, goals and targets can be determined which can strengthen the argumentation about the importance of the Buton Islands Province. Exploration of competitive strategic positions is more futuristic oriented with the paradigm of the digital age. This study is a qualitative study using a literature study method that is carried out independently through the use of opportunities in the midst of research activities in the City of Baubau. This study aims to explore the strategic-competitive position of prospective Buton Islands Province. The phrase Strategic-competitive is interpreted as seizing the existence of the Buton Islands and its resources. The analysis found two resource categories, namely: tangible resources and intangible resources. Tangible resources are capital consisting of 6 (six) types including: territorial, human, social, cultural, environmental, and economic, while intangible resources include 4 (four) types, namely: creativity, innovation, creative community, and IoT & digitization. The results of the analysis concluded that the strategic-competitive position is one of the reinforcing factors that can be taken into consideration to confirm the formation of the Buton Islands Province. The existence of resources in the Buton Islands indicates readiness as well as a form of guarantee that through the formation of the Province of the Buton Islands will create change, independence, speed of responding and improving service quality, readiness for good governance, and the sustainability of sustainable development. Both of these considerations are expected to be able to build the trust of the Government that it is indeed feasible and appropriate that the Buton Islands Province be ratified as a new autonomous region (DOB) within the framework of the Unitary Republic of Indonesia (NKRI).
